豪州政府のICNND報告書に対する見解 2010.5.3 (English)

なお、日本政府はこのような公式見解を独自には発表していません。3月23日に発表されたNPT再検討会議に向けた「日豪パッケージ」（日本語・English）が、日本政府としてICNND報告書に基づいてまとめられた政策であると説明されています。

争点になってきた核の役割を核抑止という「唯一の役割」に限定するという点については、次のような表現になっています。

The Japanese government has not released an official statement as such. It has stated that the “Australia-Japan Joint Package” (日本語 / English) that was released on March 23rd towards the NPT review conference reflected the Japanese government’s policy based on the ICNND report.

The following explanation is given for the issue of limiting the role of nuclear weapons to its “Sole Purpose” of nuclear deterrence.

「最近の米国による核態勢見直し(NPR)を歓迎するにあたって豪州政府として既に述べているとおり、豪州政府としては、米国が核兵器の唯一の役割を核攻撃の抑止に定めると宣言したとしても、問題を感じない。そのことを米国は理解している。しかしながら、NPRは、そのような宣言を安全に行うための条件を確立するにはたくさんの作業がまだ必要であると述べている。豪州政府はまた、『唯一の役割』宣言が他の核武装国によっても、信頼醸成措置として発せされることを歓迎する。」

“As the Government said recently in welcoming the US Nuclear Posture Review (NPR), the United States knows that Australia would be comfortable if the United States were to reach its stated objective of making deterrence of nuclear attack the sole purpose of its nuclear weapons, although the NPR notes that significant work is required to establish the conditions to do so safely. The Government would also welcome sole purpose declarations by other nuclear-armed states as a confidence building measure.”

ICNND勧告の実行に関連して、日本政府内における核軍縮への抵抗があることを指摘するとともに、核兵器禁止条約の必要性を説いているものです。

The following is an opinion editorial in the Japan Times by Akira Kawasaki, ICNND NGO adviser and a member of the Executive Committee of Peace Boat.

Concerning the implementation of the ICNND recommendations, the article argues for the need of a treaty that bans nuclear weapons and points out the Japanese government’s resistance to nuclear disarmament.

On April 14th (Wed), the Foreign Ministry will hold a roundtable with NGOs on Japan’s nuclear disarmament policy towards the NPT Review Conference.Throughout last year, there have been several roundtables between ICNND Japan NGO Network and Co-Chairs Kawaguchi and Evans. Following this, the government and NGOs will have an hour-long roundtable. With the ICNND report presented last December, there will be discussions on how Japan will apply the report to its policy as well as on the nation’s approach to the upcoming NPT Review Conference. The highlight of this roundtable is that Chinami Nishimura, Parliamentary Vice-Minister for Foreign Affairs will be attending. There have been previous roundtables between bureaucrats and NGOs, but NGOs have been continually requesting for one with Minister and Vice Ministers of the Hatoyama administration that calls for “Political Leadership”. As a result, the attendance of the Vice Minister was made possible. It is the first time in the area of nuclear disarmament that a Vice Minister attends a roundtable with NGOs. Also, ICNND Co-Chair Yoriko Kawaguchi will be present. The details are as follows. (Including press sign-ups)

以下の諸点を含む、日本としての核軍縮・

具体的には、ＩＣＮＮＤ提言の中でもっとも重要な提言の一つであった「核兵器の役割を核の抑止という『唯一の役割』に限定する」という政策への言及がありません。「唯一の役割」政策は、核の「先制不使用」とほぼ同じ意味であり、核の役割を減らすための重要なステップとして国際的に注目されていました。

On March 23rd, the Japanese and Australian government released a policy paper, “A New Package of Nuclear Disarmament and Non-Proliferation” (Japan-Australia Joint Package), for the upcoming Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Although this package of 16 proposals reaffirms the ” unequivocal undertaking” for nuclear abolition from the NPT Review Conference in 2000, the actual statements on nuclear disarmament are extremely limited. Above all, even though this package is based on the recommendations by the ICNND released last December, it greatly retrogresses from them. In particular, there is no mention of one of the most important of the ICNND recommendations, “to limit the role of nuclear weapons to the “sole-purpose” of deterrence of nuclear attacks”. The “Sole-Purpose” policy is equivalent to the “No-First-Use” of nuclear weapons, gaining international attention as a significant step in decreasing the role of nuclear weapons.

ＩＣＮＮＤの報告書が昨年１２月に発表されて以来、岡田外務大臣は、その提言の中から(1)「唯一の役割」政策と(2)非核保有国に対して核を使用しないこと（消極的安全保証）の２点にとりわけ「注目」し、これを関係国と「協議していく」と述べてきました。この姿勢は、１２月のクリントン長官への書簡、１月の国会での外交演説、２月の日豪外相共同声明で一貫して表明されました。この問題については鳩山首相も「最大限努力する」と国会で答弁していた（２月４日、参院決算委員会）ほか、２月１９日には与野党２００名を超す国会議員が「唯一の役割」政策を支持する書簡をオバマ大統領に提出していました。

これらの背景があるにもかかわらず、日豪パッケージでは、「消極的安全保証」は言及されたものの、「唯一の役割」への言及は削除されました。

「唯一の役割」政策は、近く発表が予定されているアメリカの核態勢見直し（ＮＰＲ）においても、採用するかどうかが大きな争点になっている点です。日豪政府は、アメリカが新戦略の中で核の役割を大幅に限定することを促すことができたはずであるのに、あえてそれをしないことを選択したといえます。岡田外相はＮＰＴ再検討会議に向けて「現実的」なものをめざしたからだと述べた、と共同通信は報じています。
背景に、アメリカへの「配慮」があったのか、先制不使用に一貫して反対してきた日本の官僚の抵抗によるものなのか、あるいはオーストラリア側に抵抗があったのか、きちんと検証されなければなりません。

日豪パッケージは全体として、核保有国に軍縮を迫ることよりも、イランなど核疑惑国への牽制や原子力の促進といった点に力点が置かれたものになっています。

Since the ICNND report’s release last December, Foreign Minister Okada has stated that he finds (1) The “Sole-Purpose” policy and (2) Prohibiting the use of nuclear weapons against non-nuclear weapon states (“Negative Security Assurances”) “worthy of attention”, and that he will “deepen discussions” with involving countries”. This stance has been continually expressed through Okada’s letter to Secretary of State Clinton in December, his foreign policy speech at the Diet in January, and the Japan-Australia Joint Statement in February. Prime Minister Hatoyama had also stated at the Diet that he would “make the utmost effort” (on February 4th at the Upper House Audit Committee). On February 19th, over 200 Diet members submitted a letter to President Obama encouraging the “Sole-Purpose” policy.

Even in such context, the Japan-Australia Joint Package, though mentioning “Negative Security Assurances”, withdrew stating the “Sole-Purpose”.

The adoption of the “Sole-Purpose” policy in the upcoming US Nuclear Posture Review(NPR) has been greatly in dispute. It can be said that the government of Japan and Australia could have urged the US, with its new strategy, to greatly limit its role of nuclear weapons but instead chose not to do so. According to Kyodo News, Foreign Minister Okada explained that they had aimed for a “realistic” statement for the NPT Review Conference.

There must be examinations on whether it was a result of “consideration” for the US, resistance from the Japanese bureaucrats who had strictly opposed to No-First-Use, or opposition from Australia.

As a whole, the Japan-Australia Joint Package focuses more on discouraging countries such as Iran that are suspected of possessing nuclear weapons and promoting nuclear energy than pressing for disarmament of nuclear weapons states.

According to the record of the Foreign Ministry’s Policy Council posted on its website, at the 11th and 12th Policy Council held on December 17th and January 13th, there were discussions on the Japanese government’s response to the ICNND report and the US NPR (Nuclear Posture Review). The “Summary Record” of the 11th Foreign Ministry Policy Council (Click here to view the entire document) notes that the following questions were posed by the attending Diet members of about 10 people.

• What is the Japanese government’s response to the statement in the ICNND report on limiting the purpose of posessing nuclear weapons to nuclear deterrence only? Japan should clarify its stance on the topic by the US Nuclear Posture Review (NPR.)
• With a new administration established, shouldn’t the government reconsider the co-chairman and members of the International Commission on Nuclear Non-Proliferation and Disarmament?

これに対して武正外務副大臣が以下のように答えています。

●同報告書は構成員の専門的知見が集約されて出来たものであり、評価すべき内容である。日本政府としても、必要なものについては政策に反映すべく検討していく。

政策会議とは、各省庁の副大臣ら（大臣が出席することもある）が、与党の国会議員に対して政策を説明し、与党議員のなかで政策を議論する場であると 説明されています。政務官が司会進行をしています。「政治主導」のかけ声で始まった鳩山政権のもとでは、政務三役（大臣、副大臣、政務官）が政策決定の リーダーシップを発揮して、これに官僚が従って実務を担うという形が追求されています。この考え方に従えば、与党の政治家たちがこの政策会議の場で議論を 深め、そのうえで政務三役が政策を決め、官僚がそれに従って政策を実行するということになります。その政策会議の場で、ICNNDの報告をどう生かすかと いう議論が出席議員のなかから提起されていることは非常に重要です。記録を見る限り、ＩＣＮＮＤ報告を受けて日本政府がどのような具体的な政策をとるかについての決定はまだであると考えられます。

The Policy Council is to be a place for each Ministry’s Senior-Vice Minister -or at times the Minister- to explain his/her policy to the ruling party Diet members, in which the ruling party members discuss the policy. The Parliamentary Secretary serves as the moderator. Under the Hatoyama administration which calls for “Political Leadership”, there is a pursue for a form in which Minister and Vice-Ministers take the lead in policy-making and the bureaucrats follow with the actual business. By following this idea, the ruling party politicians could deepen their discussions at the Policy Council, then Minister and Vice-Ministers could decide on the policy, and the bureaucrats could put the policy to action. It is highly noteworthy that the present members pose a discussion on how to deal with the ICNND report at the Policy Council. As far as the record goes, it can be said that the Japanese government has yet to make a decision on what kind of policy it will adopt in response to the ICNND report.

先の浜田参院議員の米NPRおよび「核の役割限定」に関する質問趣意書に対して、政府答弁書は「ICNNDの報告を参考にして、新しい政策提言を構築したい」と述べています（詳しくはこちら）。政府内での議論が深まり、日本政府としての新たな政策が構築されていくことを多くの市民が注目していく必要があるでしょう。

Concerning Upper House Member Hamada’s Diet Question on the US NPR and “limiting the role of nuclear weapons”, the Government replies, “Bearing in mind the ICNND report, we would like to develop a new policy statement.” (For details, click here). It is necessary that many citizens draw attention to the deepening discussions within the Japanese Government and the construction of a new policy.

It is reported that supra partisan members of the Diet have sent a joint letter to President Obama for the reduction of the role of nuclear weapons.

According to the report, the letter requests that the US declares to limit the role of nuclear weapons to the “Sole-Purpose” of nuclear deterrence.
