外務省政策会議にてICNNDへの対応が議論 Discussion on government response to the ICNND report at Foreign Ministry Policy Council

外務省のウェブサイトに掲載されている政策会議の記録によると、1月13日に開かれた第12回政策会議にて、アメリカの核態勢見直し(NPR)への対応とあわせて、ICNNDの報告を受けた日本政府の対応のあり方が議論されています。第12回外務省政策会議の「概要記録」（こちらに全文）は、出席議員（20名程度）のなかから以下のような質問が出たことを記載しています。

「●米国の核態勢見直し（NPR）に対して日本政府はどのようなメッセ－ジを発出していくのか。」

「●核不拡散・核軍縮に関する国際委員会の報告書をどのように受け止めているのか。」

しかし、同「概要記録」のなかには、これに対応する外務省副大臣の回答は見あたりません。

According to the record of the Foreign Ministry’s Policy Council posted on its website, at the 12th Policy Council on January 13th, there was a discussion on the Japanese government’s response to the ICNND report and the US NPR (Nuclear Posture Review).  The “Summary Record” of the 12th Foreign Ministry Policy Council (Click here to view the entire document) notes that the following questions were posed by the attending Diet members of about 20 people. 

“What kind of message will the Japanese Government release concerning the US Nuclear Posture Review (NPR)?”

“How does the Japanese Government acknowledge the International Commission on Nuclear Non-Proliferation and Disarmament’s report?”

However, in the “Summary Record”, there seems to be no response to these questions from the Senior-Vice Foreign Minister.

国会議員、米オバマ大統領に核兵器減少求める手紙 Diet members to send a letter to President Obama requesting the reduction of nuclear weapons

近日、超党派の国会議員有志らが連名で、米オバマ大統領に核兵器の役割の減少を求める手紙を米国大使館を通して送るということが報道されています。

報道によると、手紙では、米国が核兵器の「唯一の役割」を核兵器使用の抑止のみに限定すると宣言するように求めています。

It is reported that supra partisan members of the Diet will be sending a joint letter to President Obama for the reduction of the role of nuclear weapons within a few days.

According to the report, the letter requests that the US declares to limit the role of nuclear weapons to the “Sole-Purpose” of nuclear deterrence.

岡田外相、外交演説で核の役割限定に「注目」「関係国と議論深めていく」 Foreign Minister Okada states in Foreign Policy Speech that he finds limiting the role of nuclear weapons “worthy of attention” and that he “will deepen discussions with countries such as Australia and the United States”

岡田克也外務大臣は1月29日の外交の基本方針に関する国会演説で、核廃絶への「第一歩」として、核兵器の役割限定に言及し、「核兵器を持たない国に対する核兵器の使用を禁止すること、そして、核兵器保有の目的を核兵器使用の抑止のみに限定することといった考え方に注目しています。これらの点を含め、オーストラリアや米国など関係国とも議論を深めてまいります」と語りました。非核兵器国への核使用の禁止（「消極的安全保証」）および核の役割を核の抑止に限定すること（「唯一の役割」）は、いずれもICNNDの勧告に盛り込まれた措置です。これらの措置について、ICNNDを共に運営してきたオーストラリアと協力しつつ、アメリカなど核保有国と協議していく姿勢を示したものといえます。

On January 29th, Foreign Minister Okada addressed limiting the role of nuclear weapons as the “first step” in nuclear abolishment in his policy speech to the diet. He stated, “I find worthy of attention such ideas as prohibiting the use of nuclear weapons against non-nuclear weapon states, or making deterring others from using such weapons as a sole purpose of retaining nuclear weapons, as the concrete means to take a first step toward the “world without nuclear weapons.” This government will deepen discussions with countries such as Australia and the United States on these and other issues.” Prohibiting the use of nuclear weapons against non-nuclear weapon states (“Negative Security Assurances”) and limiting the role of nuclear weapons to nuclear deterrence (“Sole-Purpose”) are both included in the ICNND recommendations.

On January 28th, the joint representation of the ICNND Japan NGO Network submitted a letter to the Foreign Minister and government of Japan titled “ICNND Japan NGO Network welcomes the initiatives for reducing the role of nuclear weapons and requests the early establishment of a new government policy,” in reference to Foreign Minister Okada’s letter to Secretary of State Clinton. 核の役割限定 － 日本は一歩踏み出すのか Limiting The Role of Nuclear Weapons- Whether Japan Will Take The First Step

ICNNDが「核の先制不使用をめざし、その第一歩として、核の役割を核の抑止に限定する」と提言したことを受け、日本政府がこれを実行に移すのかどうかに注目が集まっていますが、これに関して２つの重要な動きがありました。一つは、1月22日に岡田外務大臣が記者会見で米クリントン・ゲーツ両長官にあてた書簡を公表したことです。もう一つは、浜田昌良参院議員による質問主意書（1月18日付）に対する内閣総理大臣の回答が1月26日に出されたことです。これら２つの動きのなかで政府は、現時点では核の役割の限定は支持していないという立場をあらためて述べつつも、岡田外相はこの問題に「強い関心」を表明し、政府答弁書は「ICNND提言を参考にしつつ新たな政策提言を構築したい」と表明しました。以下、ICNNDのNGOアドバイザーである川崎哲・ピースボート共同代表による記者リリース文を紹介します。

With ICNND’s recommendation, “As the first step in aiming for  “no first use” of nuclear weapons, nations should limit the role of nuclear weapons to nuclear deterrence”, whether the Japanese government will set into action has been drawing attention. In response, there have been two significant developments. The first is that on January 22nd, Foreign Minister Okada revealed the letter he sent to Secretary of State Clinton and Secretary of Defense Gates at a press conference. The other is that the Prime Minister’s reply to Upper House member Masayoshi Hamada’s Diet Question of January 18th  was submitted on January 26th. With these two actions, the government restates its position,at this point, of not supporting limiting the role of nuclear weapons. However, Foreign Minister Okada states that he is “very interested” in this issue, and the government’s written reply announces, “Bearing in mind the ICNND report, we look forward to develop a new policy statement.” The following is a press release document by ICNND’s NGO adviser/Peace Boat Joint Representative  Akira Kawasaki.

1月22日、岡田外務大臣は記者会見で、去る12月24日にアメリカのクリントン国務長官およびゲーツ国防長官に対して核政策に関する書簡を出したことを発表し、その書簡を公表しました。

On January 22nd, Foreign Minister Okada announced at a press conference that he had sent a letter concerning nuclear policies to Secretary of State Clinton and Defense Secretary Gates, and released the document.

核兵器の役割の縮小と非核三原則の法制化を求める要請 NGO petition to reduce the role of nuclear weapons and legislate the three non nuclear principles

1月22日、核兵器廃絶に取り組む日 本の主要18団体の代表者らが連名で、「核兵器の役割の縮小と非核三原則の法制化を求める要請」を日本政府に提出しました。要請書は、(1)アメリカの核 態勢見直し（ＮＰＲ）にあたって核兵器の役割の縮小、とりわけ核の役割を核の抑止に限定することに反対しないこと、(2)非核三原則を法制化すること、を 求めています。

On January 22nd, 18 key Japanese organizations working for the abolition of nuclear weapons submitted a joint “Petition for reducing the role of nuclear weapons and legislating the three non nuclear principles ” to the Japanese government. The petition requests

1) the government to not oppose reducing the role of nuclear weapons, especially limiting the weapons’ role to nuclear deterrence, concerning the United States’ Nuclear Posture Review (NPR).

2) the legislation of the three nonnuclear principles.

日米外相会談とＩＣＮＮＤ報告 The Japan-US Foreign Ministers Meeting and The ICNND Report

１月１２日にホノルルで行われた日米外相会談では、「グローバルな課題」の一つとして「核軍縮・不拡散」が取り上げられました。

岡田外務大臣はこのなかで、「ＩＣＮＮＤ報告書も参考にしつつ、国際社会を主導する新しい政策提言を作成していきたく、今後、米国とも十分に協議していきたい」と述べました。

ＩＣＮＮＤ報告書は、初期目標として核保有国が核の役割を核抑止のみに限定する（唯一の役割）宣言を出すことを求めており、とりわけ米国に対しては、

今年３月までにまとめられる核態勢見直し（ＮＰＲ）のなかでそのような宣言を行うことが「とりわけ重要(particularly important)」とされています（勧告５２）。

今後の日米政府の動きが注目されます。

In the US-Japan foreign ministers meeting held at Honolulu on January 12th,”nuclear non-proliferation and disarmament” was presented as one of the global agendas. Within this conference, Japanese foreign minister Okada said, “We have consulted upon the ICNND report and to create a new policy proposal that leads the global society, would like to continue further negotiations with the United States.” The ICNND report requests that, as an initial goal, the nuclear-armed states make a statement to limit the role of nuclear weapons to deterrence of nuclear attacks. (A “sole-purpose” statement) Especially concerning the United States, the ICNND states that it is “particularly important” that a “sole purpose” statement be made in the Nuclear Posture Review by this March. The Japanese and US government will garner further attention with their upcoming actions.

メルボルン日本総領事館に声明を提出 Statement submitted to Japanese Consulate in Melbourne

メルボルン在住の日本人の平和グループ「ジャパニーズ・フォー・ピース(JfP)」が１２月１７日、メルボルンの日本総領事館を訪ね、鳩山首相に対して核廃絶へのイニシアティブを求める書簡と、ＩＣＮＮＤ報告書に対するＮＧＯ共同声明を小竹首席領事に手渡しました。ＩＣＮＮＤのＮＧＯアドバイザーで核兵器廃絶国際キャンペーン（ＩＣＡＮ）の議長であるティルマン・ラフさんもこれに同行しました。写真は、左から、JfPの中村ひで子代表、ラフさん、小竹首席領事。
The peace group of Japanese living in Melbourne, “Japanese for Peace (JfP), visited the Consulate-General of Japan in Melbourne on 17 December and submitted a letter calling on Prime Minister Hatoyama to take initiatives for nuclear abolition, and the NGO Joint Statement on the ICNND report. The items were delivered by hand to Consul General Otake. ICNND NGO Advisor and Chair of the International Campaign to Abolish Nuclear Weapons (ICAN), Tilman Ruff, also accompanied the visit.
